Editor in Chief Mirlis Reyes Salarichs, Ph.D

Dr. Mirlis Reyes Salarichs, originally from Havana, Cuba, earned her Ph.D. in Economics at the University of Macerata, Italy. Her area of expertise as a researcher has been in the defense industry, illicit economy, and local development in Latin America. She earned her Bachelor’s in Economic Science at the University of Havana.

Dr. Reyes currently serves as Inter-American Defense College’s permanent faculty member. She has developed and taught courses at IADC, including Political Economy of Defense and Security, Illicit Economy, and Perspectives on the Economic Cycle. Her lessons are designed to familiarize students with different economic theories that deal with security and defense issues at the strategic level. She also serves as the faculty liaison for the Intercultural Communications Workshop and the coordinator of the Crisis Simulation Exercise. Furthermore, she is the Editor in Chief of HEMISFERIO, the Journal of the Inter-American Defense College.
She is the author of several publications and a speaker at various international conferences and events. She is a member of the network of experts of the Global Initiative against Transnational Organized Crime (GI-TOC).

Associate Editor Capt. Marcio Borges Ferreira, Ph.D

Ph.D. in Physical Oceanography from the University of Sao Paulo and Bachelor’s at the Brazilian Naval School, Captain Marcio Borges Ferreira is the Head of the Research Division at the Inter-American Defense College (IADC) in Washington, D.C. As the Commander of the Hydroceanographic Research Ship “Vital de Oliveira” has led and helped plan meteorological, geophysical, and oceanographic research in large areas of the South Atlantic Ocean. Also has experience in bathymetric surveying and operations in the Amazon (Ship’s Commander) and in Antarctica (where he served as Chief of Operations of the Polar Ship “Almirante Maximiano” during the 2011-2012 and 2012-2013 austral summers). In his last commission in the Brazilian Navy served as an Advisor at the Maritime Domain Awareness Office under the Navigation General Directorate and is one of the authors of the book “Blue Economy: vector for Brazil’s development”. Nowadays is leading the IADC’s Research Projects “International alliances and their importance to maritime safety on high seas” and “Hybrid Threats in the Americas: Challenges and Opportunities for Inter-American development and cooperation” and coordinates the Research Division’s actions on the other research initiatives. He acts on the following subjects: Research management, strategic and critical thinking, international relations, maritime affairs, strategic decision-making, international alliances, ocean-basin agreements, ZOPACAS, Brasil-Malvinas front, subtropical mode waters, ocean general circulation, Argo floats, CTD casts, and ocean modeling.

Master in Hemispheric Defense and Security from the Inter-American Defense College (IADC) Class 61, Major Paola Ríos Hernández graduated from the training course for officers of the Military School of Nurses of the Mexican Army. She is also a graduate of the Military Graduate School of Health and the Autonomous University of Tamaulipas, with a bachelor’s degree. She has served in different corporations of the Mexican Army, within the health and education field.
